From CNN — A budding British director is enjoying success on a shoestring at Cannes with “Colin,” a new zombie feature that cost a scarcely believable $70 to make.
Japanese distributors are currently in negotiations for the rights to the film and buzz around the no-budget zombie chiller has attracted interest from some major American distributors — all of which is a very nice surprise for the team behind “Colin.”

I honestly can’t understand how working for free for a long time ‘count’ as low budget ….
what cost them $70 ? tapes? drinks? common guys…. its a nice way to create a buzz, but movies are made by people that sometimes get paid, and a lot of the times don’t.,

I can see it. Depends on what you’re counting ie money, time etc…besides, a good movie is almost exclusively in the script imho. On the other hand, you may spend $70 to make it but it’s going to run him a cool $150,000 to get it ready to distribute. He will probably cut that as part of the deal he ends up striking with whatever distributor, the finishing that is.
